File - Open File List... -- to new tab?

Currently this replaces the active tab.
I suspect in most cases it would be wanted to open as a new tab unless the active tab is blank.
It may be that could be the default and/or some key modifiers could be recognised (default new tab with shift-open current tab, default current tab with ctrl-open new tab)

I'll add support for Ctrl + File -> Open Filelist to open a file list in a new tab and Shift + File -> Open Filelist to open a file list in a new window.

This will be customizable with the advanced open bookmark actions.
