For some reason, the "delete" now does NOT send the deleted files to the Recyle bin anymore, but deletes them definitely, after a confirmation Y/N option. I used to "delete" them and they appeared in everything with a new name like "$..." and in the Recycle bin with their real name. Not anymore...

Please check if your Shift key is stuck.
Shift + Delete = Permanently delete.
Right click your Recycle bin folder and click Properties.
Click the General tab.
Please make sure 'Don't move files to the recycle bin' is unchecked for each drive.

The shift key is not the issue, you are right about that flag, because the unflagged "Don't move files to the recycle bin" C: drive works properly as before.
The new external HD instead does not, and now I remember that I also had the issue because Everything did not "see" that external drive and I had to add it as a FOLDER weeks ago.

Could be a corrupt recycle bin folder.
Please try deleting your E:\$recycle.bin folder and restarting your PC.
(this will empty the recycle bin on your E: drive)
where E: is your external drive.
The Recycle Bin on E:\ is corrupted:

Just deleted the D: Recycle bin and now
1. Everything "sees" the external drive as it did before
2. Deleting is back to the "usual" functinality (ie. creates a $.... file that goes to the bin)
