File Drag to another tab moves current tab when quickly performed

When you have tabs and you click down on a file and move it up over another tab so the tab shows itself for you to drop the file into a folder somewhere, if done slowly it works as expected.
But if you click down on the file and move it up over another tab quickly to do so, it instead moves the current tab, unexpectedly.

I am having trouble reproducing the issue my end.
(I am likely misunderstanding)

I've created an avi screen video of it in action, which can be found here, it seems to play in virtualdub and Media Player (under Open With ---) but not VLC.

You should see the tabs are ordered 1 & 2 and when I drag a file up the tabs reorder.

(You can see there I title tabs with nop:title................ it would be great to be able to manually title tabs to a value or formula!!)

Everything 1.5.0.1367a fixes an issue with activating the right most tab when dragging over the right side of the tab bar.
