Dark Mode - Normal -> Foreground colour

Is the Normal -> Foreground colour supposed to affect the standard window text such as menus and status bars, as it doesn't seem to be working? If not, can it be made to also affect these. I think white text on black background looks a bit too jarring. A lighter grey provides a more subtle and cleaner look in my opinion, while still maintaining a good contrast. Something like FG: #c3c3c3; BG: #1b1b1b
