When the suggest function shows an entry the shortcuts do not work?

When the suggest function shows an entry the shortcuts, the function keyes, e.g. F10, F9, etc. do not work. Could one make them work while such an entry is shown?

I have on my TODO list to change the suggestion drop down to modeless (allowing keyboard shortcuts while it is active).
