What's the role of the File | Open New?

I can see that at Tools - Options - General - Keyboard - File | Open New, but I can't figure out its role.

It shows no reaction with shortcut.

Open New opens the specified file with the opennew verb.

The action for the opennew verb varies for each file type.
For example, the opennew verb for a html file may open the file in a new window (rather than a new tab).
